Well I'm sure you'll get a more authoritative answer but I'm pretty sure the shore lots (plazas and stuff) are part of Peg's "highwall" set. The pier is just that and is seperately downloadable.. there are at least 2, the one you've shown is the older one and there is a newer one with less "stumpy" pier supports, but it may have different top texture.. I forget

As a regular there I can say I honestly havent seen the Pier part.  This might be on his Legacy Disk.  Go post there and you will get some quick replys.
