can anyone help me out. I am looking for a small size map with only medium cities.. Maybe 5 Medium cities across and 3 going back.. So 15 total? Doesn't have to be exact but atleast close.. Anyone know or can anyone make one?

How about the mini map pack from NHP?

Then you can eventually edit the tiles to medium with this tutorial:
