Help with Windows Defender on Windows 10

I am running Windows 10 pro which was just recently updated to build 17134.81.

Since the update to this build I am no longer able to install any software (downloads from the LEX) without Windows Defender blocking the instillation.  I have to go in and configure Windows Defender to allow each individual instillation program (.exe) to run before I'm allowed to install.  I am not even allowed to copy files to my documents folder unless I do it as an administrator.

Is there some sort of setting that I can tweak to allow me to run install programs without have to configure each program individually?

How do I turn it off?


EDITED:  Disregard, I found UAC and it is set to never notify.  So, I assume that means it is turned off.  Same problem though.
