Larger City Tiles

I don't know if this is where this should be, but is there any way to make city tiles larger than the large tile? COuld someone make a mod that changes that? Is there already a way to make larger tiles? Help would be much appreciated.

As far as I know, there is no way to do that.  The only way I know of to play on more land is to play in a region, and to develop all tiles in the region as if they were part of one huge tile.

That means that larger than Large city tiles are illegal if you realese it.
