What do you mean by "advice", BATting advice, or modding advice?
The pics you posted are not just streetlights, instead they are combined streetlights/traffic lights.
To build them first just decide what you want to make. Just props, or props to replace the ingame stuff? In the latter case you have just to make a prop (well, actually several props, for the various network types). Then you need to locate the prop exemplars used by the networks and replace the model referenced. You will also need to add a lightcone, as your model will contain a streetlight lantern too.
As the prop is going to be instantiated many times (at every intersection), it has to be very efficient (least possible number of faces/polygons, as simple LODs as possible).

EDIT: A year past post, but incase anyone cares, I have these pics of stuff that some people will recognize from their area, and if you want them, I can redirect you. The NYC on a diagonal has been done before but, it needed editing, this is a whole new NYC signal. The second pic is a different signal, some will be familiar with, and it was a good idea to compare this to the blueprint for the West Coast. As for the other models in the pictures, the Illinois Traffic Signals, back at the stex look like those, those can be mixed and matched with the lot editor to fully do the layout on the poles in these pics. This here, is for avenue2rx9.
