found: a 3rd Plugin Folder

the sku_data folder has the ability to load plugins. i found the "living mall" located in their, asked some questions and loaded all my plugins in there and discovered that it loads plugins.

Actually, that would be the fourth- there is also a plugins folder in Program Files / Maxis / SC4 Deluxe / Apps.  Not sure what order the game loads them in though, perhaps Tage could elaborate?

To my understanding, the MyDocs/Docs one is loaded last, and the SimCity 4 Deluxe/Plugins one is first.
