Umm something about the tanks on SNM

I just downloaded the Artillery and also armour sets under the field firing range sets, all the dependancies under the deadwood mega dependancy list, used cleantiol to clean up and organize these files, but the problem is that i played the game, i plopped it in but i still don't see it. I know i am supposedto plop and they would appear at a specific game time but the time came and went and i still don't see those tanks, their data stats are there, they occupy the space but still no vehicles or anything else. Can anyone help me solve this ?

They are the two altillery sets below the base set. Sorry i have to post this kind of thing, im still new to this whole Exchange place and sim city 4 but i tried everything i could possibly think of and had nowhere else to turn to. Your help is very much appreciated.
