Lot ploppable on land and water

How can I make a 1x1 Lot ploppable on land and in water?

Open the lot in Reader and add the property LotConfigPropertyWaterCompatibility (or something like that), and give it a value of true (0x01).  No need to open it in LE and change the tile to a "water" tile.
