anyone can tell me how to connect the avenues under and through the higher avenue in this picture?

zyprock, welcome to SC4D!  To answer your question, just build the lower Avenue first before plopping the Elevated Avenue puzzle piece crossing over it.  It works that way with just about all Elevated-over-Ground puzzle pieces.
