I know this is an old thread, but it'd be nice if this were amended to show the actual effects of the rewards. Also, don't these requirements change depending on your "difficulty setting"? I only play on hard, so I can't verify this, but I recall someone saying something about that. Plus some seem to offer themselves, then that gets "retracted" under certain circumstances .. I've never had this happen to me, but I've seen it mentioned here and there over the years.. I read it probably once a month or so that someone "can't get it again"

Yes, this happens with the mayor statues.
The male and female versions do exclude each other. You're only supposed to plop one of them.
However, when they are awarded, you may build them both within a month.
The reward conditions are checked monthly, the 28th.
If you plopped only one of them, the other one will also become unavailable the 28th the next month.
The primary complaint I hear is specific to the University normally
I could of sworn I got the deluxe train station, the city planner brings it up, or something, but I only had the option in this large city tile that had heavy population. However, it could have just been the UDI mission gone right. If you really want to get rewards fast, before the requirements, it seems to be doing those.
I did notice a fluke one time, the city planner gave me the building permit to the hotel, but according to the reward specs, my population was not qualified to receive it, and yet that guy gave me the building permit.
Basically though, if you really want to know how to get rewards: cntrl X and then you don't deserve it
Do I use this? Not often. I'm more into city planning, and traffic engineering my self. If you also have buggi's cheat plugin, and you do lot plop, from that menu, any building with RW in the title, should be the Maxis rewards building.

With CAM there is a fix included, which corrects the reward conditions for the deluxe train station. :thumbsup:

Never had the chance to get most of them. You may be surprised to know that I have never had a region of more than 150,000 total pop, so I never got most of these.
As far as I can remember there must be a conflict between Area 5.1 and Air Force Base (which you seem to have forgotten) , ie they appear to somehow mutually disable one the other (but I may be wrong). Someone could take a look at these.

I'll need to return to that after my vacation.
The reason for the airforce base to be excluded, is the fact that it's a separate plugin by Maxis, the so called "Transportation Download", Plugin_007_AirForceBase.dat.
From the LUA file in that plugin, the reward conditions seem to be:
- Population > 15000
- Average Education, EQ > 60
I know this is unrelated to "how to get" rewards, but it would be nice if this (or another list) would show the "display element" and what it means.. for example (hate to show my ignorance, but this has puzzled me over the years) what does the sponsors for stadia and radio towers, lost coffins, miles of red tape and all the other little things shown on many of the rewards mean?
All the ones you just mentioned... and indeed most of the "information" displayed in Maxis reward queries... are basically useless statistics. They have no real bearing on anything in the game. I forget the exact formula the game uses to generate these numbers, but there is a property called "Goofy Response Curve" present in most of these rewards which plays a role in that part of the query display. If I had to guess, I would probably say that Maxis just added them so the query said more than "Cemetary" or "Church" when you click on the lot. :D

Since the mapping isn't linear this time, you will have a
- 25% chance of seeing between 0 and 400 Barnacles Scraped
- 25% chance of seeing between 400 and 1200 Barnacles Scraped
- 25% chance of seeing between 1200 and 2600 Barnacles Scraped
- 25% chance of seeing between 2600 and 5280 Barnacles Scraped
This is interesting, but doesn't always match with my observations. I have a lot of changes (large plugins file) so it is possible that some other change has overwritten this in some way. I haven't made a real study of it, but for example I can query my radio station many times and it definitely NOT a random number linearly mapped from 0-48. It gives 0 a high percentage of the time, and other numbers very infrequently .. I've had 5 to 9, but never over 10. Also the stadia.. they seem to almost always give a number of 0 or 6 much beyond a "random" event would justify.
Its an interesting, though it seems inconsequential, thing.
Also it seems that many of the items are NOT "funsies". For example I'm pretty sure several are the mayor rating, or the education level, etc. I read with interest that the "airport use" numbers relate to connected commercial properties.. a fun tidbit that I didn't know.. :)
Perhaps next time I'm in SC4 I'll poke around on this just to satisfy my curiousity.
