Ah - that means that you are registered to participate in the SC4 Devotion forums. The LEX is a separate but connected entity. You have to register to the LEX to be able to download. My guess? That is the step you've missed.

Like Andreas did - I just tested the LEX and downloaded those new rail stations. Works fine.
I think that's the green gear that Posix337 is referring to.

Anyways, if you follow jmyers2043's suggestion (registering at the LEX), you should be able to download. ;)
