Load Newly Created Region in SimCity4 parts region show up as water not land

After loading newly created region in SimCity4 parts region show up as water not land.
Is this a bug.
If you then select one of these areas to create new city on it load and the asks to reconcile the land. On doing so and saving and exiting back to the region it the show some land but not all.

When you have imported a region with SC4MAPPER and you want to restore the view of the region with the right preview you have to do this procedure

1 Open the city
2 Ignore requests to reconcile boundaries
3 Save the city
4 Exit and return to the visual region
5 Repeat until the regional view is restored

Many thanks for the prompt reply, very much appreciated. Your solution works thanks very much, I was getting totally frustrated While this solution works it would be great if the actual SC4Mapper program did the job properly in the first place
