i know its a stupid question, but what do you do with hsr, whats it used for and how is it used, and what it needs to work

It's designed to work as a higher-speed rail-type network that operates over a longer distance with fewer stops.  It has the same basic stats as Monorail and can work for making an "express" setup of sorts, and is built using a "starter piece" setup (plop the starter piece, then drag Monorail out the end of the starter piece).

It requires the NAM in order to operate, and you'll also need to pick up stations (which are not included in the NAM or the main HSR package).  The HSRP Transit Hub is available on the LEX here, and Xyloxadoria and cogeo have some nice stations on the STEX at Simtropolis.

There's also a development thread here, though development on the project is not particularly active right now.
