The first half of the name is it's hexadecimal number, a system for counting based on a series of 16 digits. The second half of the lot name represents the way the data is organized in SimCity 4.  The prefix "CO" means commercial office and $$$ means high wealth. The "1" after the $$$ signs represents the building growth stage.  The "2x2" at the end represents the size of the lot.

Commercial
CO - Commercial office, $$$-$$

CS - Commercial services, $$$-$$-$

Civic
CV - Civic

Industry
I-d - Industrial dirty

I-ht - Industrial High tech

I-m - Industrial manufacturing

I-r - Industrial resources (farms)

Landmarks, Puzzle Zones, Rewards & Others
LM - Landmark

PZ - Puzzle Zone (Parks, Seaports, Airports)

RW - Reward

Utils - Stations and Tollbooths

Farm Fields - Farm Fields

Residential
R - Residential, $$$-$$-$

PZ - Puzzle Zone (Parks, etc.)

I'd replace "etc" with "Airports and Seaports"
