Question: Adding specific building tileset to Industry lots

Normally Industry is not dependent on building tilesets - but is it possible to add that funtion into the .sc4desc file? 

I've tried adding the designated hexadecimal number for the Chicago Tileset (0x00002000) to the 'occupant groups' property in Dirty Industrial .SC4desc.  I then created a quick test lot and tried to see if it would only grow in the game when the Chicago Tileset only marked, but it continued to grow on every tileset.   

I was wondering if anybody had any ideas?  Is it even possible to give industrial lots specific tileset designations?  Thanks!

That'd be neat, however, I'm inclined to say it's not possible given Industry differs from R&C in various aspects. 

Still, would be awesome if you or someone else could make it work so good luck tinkering!
