Strange happenings with meadowshire terrain mod - trees

I hope this is the correct place to ask for help 

I have two identical regions, although named differently. I'm using the meadowshire terrain mod and tree controllers. On the one map, in God mode, it 'plants' the correct trees .. on the identical city tile and the second map, it will plant leafy forest on the lowest ground (as it should) but everywhere else it plants pines .. nothing but pines. Any help would be appreciated, I've not come across this problem before and I've been playing SC4RH since it was released. Am I missing something obvious?
