CAP level viewer and Hight Teck job Problem

Hello all first time poster i have 2 queries

im very new to the game by the way

1.....im looking for the mod that shows the Cap detail underneath Make Historical option......ive seen player have it.....it just show the cap percentages and stuff

2....now i have a region with 2 cities that is thrieving with one populated by only Low and Mid Wealth Coms and residential. the other just the high wealth stuff. between them there is about 250,000 people and 350,000 jobs.....but i have a major issue the the high tech jobs.....they are only employing a maximum 300 jobs, if i am lucky......i literally cannot be zoning the whole (LARGE ZONE) area with high tech jobs.

the high wealth homies wont move into my rich city because of the high tech problem right?

City Mid Wealth R=260,000  C=139,000  I=36
City High Wealth R= 51,000 c 209,000 I=72,000

even tho 72, seems high it has a very large zoned region......all the rich city is high density and mid wealth city is mixed density
