Help newbie running hard level now new city dont grow at all.

Just reinstalled after playing a few games only some time ago.

Set to hard and built my first real city. Got it to 77,000 before a level of stagnation.

So moved on to start another. Problem is now a few initial residential will populate then nothing ever. Threw up a few of everything else, still dead.

So far tried 3 different tiles. Only thing new is I downloaded that networkaddonmod.

Cant figure out what happened. Is something corrupt? That first city grew slowly but steady, I was careful to stay in profit. Wasnt rocket science, but now I cant even make a village.

Oh only other thing, in the new york map now vice the San Fransico one.

Hard city level causes the city demand to be lower than the easy city level. I think that may be the problem.
