Re: Building orders
Two new cities are ordered to be constructed in tiles D and F. The disposition of these tiles is as follows:
Tile D
-Residential and small commercial in center of south bank, near the river. Surrounding the city in a U shape, farmland.
-Adequate police, fire, health, and educational facilities.
-Adequate water, power, and waste disposal
-Road connections to tile G and E

Tile F:
-City centered upon the intersection of the roads, with residential and commercial structures, industrial development connected to the rail, south of the town, and farmland throughout the remainder of the tile.
-Adequate facilities, as above, in the tile.
-A waste to energy plant, to recieve all waste from surrounding seperatist regions.

-No military installations are to be built in either tile by the seperatists. We are a peaceful people, who only want our freedom.

To Mayor JJ: You seem to have plenty of food in your region now, so we do not feel as though you need our help any longer. There is no reason for our two countries to be reunited. However, if you are willing to recognize our freedom, we are willing to reopen all the transportation routes that were cut, and resume peaceful trade with your country.

Just to inform you. The North has a waste to energy facility in tile F already. However if you still wish for plans to go ahead and do not wish to share the facility then I fully understand. You may think the north has a lot of food but the issue with the north is that the majority of our population is now old, mostly due to the baby boomers babies from years ago all growing up to be roughly in their 60's. This has created a large elderly population for the north. Our elderly population require vasts amount of water. As you have the only major water facility we are still reliant on you there. We are currently importing all water from you via the pipelines that were installed before the seperation, therefore we feel we must be kind as we do not wish to lose this supply, so you are still very much important to us.

We are glad to accept your request for freedom and are willing to set your family up a home in our region for any holidays you may wish to take. We truly recommend the lost island as well as our many forests. We will gladly reconstruct your roads and allow traffic and trains to flow free once again.

To Mayor JJ, from Seperatist Council Member D. Wolf:
I can see that you have some problems. Please be assured that we sympathize with your situation, and will gladly sell you the food and water you need, though we require political soverignty in return. As long as we are in accord, and our right to soverignty is unchallenged, we would be glad to proceed with reopening the trade routes to the North.

P.S. Thank you for informing me of the WtE plant on the north side of the river. Other forms of waste disposal are much cheaper, and one of these is quite sufficient for our needs.

Judgements for challenge 4.

We have been away from judgements for the summer, first because of some illness of Lynn's mother and then missing some free time, after we took an almost two month vacation, but now we're back judging. Most of these judgements were done since quite a while, but only on paper.
This challenge was a bit harder to judge than others, because orders were given by an adversary, so we will judge it so, putting ourselves in the shoes of the adversary. I must say that we also were very generous with points at this time, something that we will change a little bit for the next coming challenges. Don't worry, we won't start giving bad points now..... Please go and judge my challenge 4 now. Thank you.

Very nice update, very well done. Details are astounishing. You have given perfect orders and executed the orders given perfectly also, only the location of the monument is a little odd. We have decided though to give you 14 points and added them to your total. Excellent job.
