100% Fire/Police Coverage Mod

I'm so sick of having to deal with fire/police coverage in my cities. I've tried some "super civic lots", but they don't seem to work properly since they for some reason turn the budget down to zero automaticly, even though I try to restore it. So, what I want is a mod that eliminates the need for any more stations than one small fire/police station in each city, covering 100% of it. Possible?

I know there's a cheat on the STEX, maybe the Radical Ordinances? (I'd suggest deleting any that you don't plan on using from the file, as they may cause problems in other areas)
Other than that, yeah, you can make your own lots.
In Reader, alter the Dispatch Radius property to suit your needs. I'd suggest creating a new lot for it, even if you use the same lotting, so that you don't run into any problems.
