I know that changing the OccupantGroups in one of the exemplar files moves the menu. This usually works, but I cannot seem to move certain lots this time. Specifically, they are the Callagrafx-SimGoober canals which I am trying to move to the Water menu. I changed the OccupantGroups to "0x00001005,0x00001401,0xB5C00DD8,0xB5C00185,0xB5C001FF" (Same as before but with Parks replaced with Water) at first. When that did not work, I tried "0x00001005,0x00001401" (Civic and Water) only, yet still the lot has not moved.
Am I supposed to do something else?
