[HowTo] Install CAM on Windows 11

I just spent an ungodly amount of time getting CAM to work on Windows 11 using the default installers. Here's how I did it so when I decide to play this game again in 5 years I can go back to this post to remember how I did it.

[Requirements]
- A fresh install (100% clean, no plugins at all)
- CAM https://community.simtropolis.com/files/file/30956-colossus-addon-mod/
- SC4 Datpacker https://www.sc4devotion.com/csxlex/lex_filedesc.php?lotGET=26
- Microsoft Visual Basic and .Net runtime packages direct from Microsoft(do not install random DLLs from random websites!)

Warning: do not install any other plugins (including NAM) until you perform these steps first. Otherwise SC4 dat packer will fail with a memory error.

1. Install Sim City 4 to a normal folder without some nonsense (like GOG). Example: C:\Program Files (x86)\SimCity 4 Deluxe Edition
2. Install SC4 DatPacker and any VB/.Net runtime environments (sc4 dat packer from the link above should have everything it needs to run but just in case install the aforementioned runtime environments)
3. Launch Sim City 4 once and then close to desktop
4. Run the CAM installer as an admin
5. Follow the CAM installers instructions
6. CAM should now be installed
7. You are now free to install other plugins like NAM.

Part of the pain of installing was having NAM installed first. The CAM installer absolutely needs a virgin install in order to successfully run.
