then expand the town you made on Tile L to the west on Tile F to make a town around 5k ( Tile L+Tile F ) with a emphasis on greenary ( ie lot of parks or nature ), no industry, only farms. A fire station should be build to prevent any damage to the natural parks
then build a town of 15k on tile B, the downtown should be centered on the intersection between Road 10 & 9
An industrial complex should be build and have access to the rail
This town should have police/fire/clinic and school
