Sorry it took so long to confirm your orders. I had a shock and passed out for a couple of hours when I heard and then read your demands.
Well, here goes my friendly green neighborhood. Your demands will be my orders, Sir.

Here is a copy of my orders to Jmouse:




Dear Sir,

We have included a map of our intentions. You will build our new homes and first settlement in our new region, hoping that you will become a stable and trustworthy friend one day.

You will now be able to repair the bridge cutoff in tile E, which we have chosen to start on. The connection should be fixed and our little Roadcontrol will be installed on the second roadtile on this side of the river (not on the small island that belongs to us also) The lot is attached below and is transit-enabled. If you have any problems with it, let me know, I will fix it. I took regular asphalt textures. You will find it in the Parkmenu, but it has no effects and stays completely neutral. It has a flag with our colours, black and white.

Then we want to build some streets (in white), no matter what kind, you decide, but we prefer the maxis grey ones. Build them as it is shown on the map and do not forget to build a small bridge over the river that will reach the railbridge that we have cut off. There you will plop a watchtower (you decide which) and repair the connections, because we have intentions for commercial and industrial exchanges one day. For now it will serve for the sims only.

Commercial CO/CS $ will be zoned on Mainstreet (as in picture blue) and R$ on the streesides. On the mainstreet they should be 3 grids deep and on the sidestreets only 2 grids deep.(in picture green) It should be enough to generate some 1000 to 2000 sims to begin with.

Power has to be build near the river and water just beside it. Use the Nexis Emergency Diesel Power (link below) and any watertower you like.

Also a church for our believers will be build on the Mainstreet and sidestreet corner, near the commercials (see picture) Any church will do, but make it small or medium.

I forgot to identify the Police station that we want, it is orange. You can see the white line starting from the hills below in the picture.  Make it of regular size. You choose the model.
Just below we want a Trainstation for people, no matter what size. It will deliver those who do not want to stay.

That should be enough for today, we will surely meet again, but that is another story.
Myself and my compagnons wish you a long and healthy life Mr Mayor and hopefully one day we will exchange our ideas for your and our profits.

Well, I know, I am not the best of example to post early as I could get, but at least I have made it intime.

So here is my version of the Challenge4.


Tile I was chosen by the Separatist.

My orders from mattb325 as I understood them were:

-To build all types of industries in equal parts, Dirty, Manufacturing and Hi-Teck, which I did in equal parts.
-To build Power, Water and Sanitation, which I also did.
-To build no more than 30 % of Hi-wealth Residential, mixed with Low and medium wealth and supply them equally with sufficient education, Safety, health and recreation. which I also did with a lot of misery.
-To build roads, streets and rails in tile I. I've done.
-To connect rails to the southernpart of tile H, which I did.
- and to connect a road to the northern part of tile H, which was done also.


Here is my proof.

First of all, let's have some detailed explaining to do. It wasn't easy at all to build all that what was asked for in the same tile. Trying to build three different industries (dirty, manufacturing and Hi-tech) was almost impossible, but with some cacultaions where to place police, fire depts and other utilities, plus parks, I was able to more less have them grow but with some degre of mixture. I would liek to see someone else do this, especially matt 325.....lol ;)
It was a little easier with residentials, while leaving no water to lows and giving everything possible to highs. The medium just grew by itself in between.
I guess that about 30% (give it 5 less or more) has been achieved.

Not only is it satisfactory - in fact, thank you, it is very well done.

To do the multiples of industry is not easy, but this competition is not meant to be easy! However, it is relatively straightforward, and bear in mind, while I listed my demands, I never said that each should be built simultaneously: just that the end result should have a mix of X,Y and Z.

As you didn't have a great deal of industry throughout your region, you probably had reasonable demand for it.
So, assuming no cheats in use and to answer your question, this is how I go about it; as I really don't like just one type of wealth level in my tiles. Like you, I don't block maxis to ensure I have an adequate mix of plugins to do the job and use the in-game and BSC rewards to manipulate results over a certain number of tiles througout the game-play:

A) If you zone high density industry prior to any other services apart from power/fire and limited water and few residentials, you will get dirty industry; adjusting taxation can help;
B) Make areas of your dirty industry historic;
C) Add water and zone somewhere else on the map: manufacturing industry should appear - adjusting taxation can assist;
D) Make most of that historic. At about the same time, start zoning residential near the dirty industry;
E) Run the simulator for a while - a good mix of Low wealth buildings will appear (make a chunk of them historic)- rewards such as the casino or jail can help skew the low wealth in your favour and can be bulldozed later if no longer wanted in this area; taxation of course can help.
F) Start placing services (Civic - police/schools/health - Ultra important) to get the medium wealth homes (and even the first high wealth), mark a good proportion of these as historic;
G) Run the simulator again to skew demand; Mayors house, churches and parks (etc, etc) can now be placed - a new zone can then become hi-tech - again taxation can be used;
H) Zone more residential and add parks and you will get more high wealth homes.

Allowing the simulator to run will allow them to become more high density as per the request.

Geeeez, I t never came to my mind to use the "make it historic" button......lol....all that misery to build these industries and residentials while watching and being careful not to overlap the essentials for each zone and I could have had it a lot easier.? Oh man, I feel dumb now....lol.
I never use cheats for growing things because 5 years of playing SC4 every week at least once made me know the game better than the creators I think, at least when it comes to grow things. I can grow almost anything anywhere and that on demand.
Glad you enjoyed it and glad to make it satisfactory, took me four days (evenings) to build and get it right, while having redone some parts several times.
Btw, matt325, why didn't you tell me before to use the darn "historic" button?lol....It was fun, hard fun. ;)

So, I'll judge first  :P

Your orders are deliberate and greatly detailed. I like the way it's presented, but: You could have asked jmouse for a zoom of the tile you've chosen. It' was hard to  account, where you want the roads to be set. Could have made easier. 4 Points

You fullfilled everything. And it looks great. just perfectly done (must have been really hard without the historic button ;) ) Simply: 5 Points

I like the statue very much, as well as its position in this tile. Short to say: 5 Points

The orders given to JMouse are detailed and at first glance leave nothing to the imagination being easy to follow.

The pictures of the satisfaction of Matt325's demands are well done. I do find it interesting that you (and many others) zone your industrial areas far and a way from residential. I tend to keep the work places and Sim workers in close proximity. No points added or deducted. Just an observation of our different style. A nice picture is the one of the Hi-Tech and Hi-Wealth. In particular, what appears to be pitch and put golf and the avenue affect you created with the stone wall and row of Mediterranean Cypress.

I also like the statue. The base textures start out with a light sandstone paving, then granite, and an inner aggregate. Basically a picture frame around the statue. I got a chuckle from the Sim that parked the car on the grassy curb. You'll need to speak to the SFBT team as I think their mod is responsible.

Here are my scores, Fred.  The separation took a toll on everyone, so you will be judged on how you handled this serious situation.

Orders to Jmouse - 5

The orders that you gave were reasonable and understandable.  Nothing impossible was requested, and a fair amount of freedom was allowed in the selection of specific buildings to fulfill the demands.  You get a score of 5.

Response to Orders from Mattb325 - 4

Most of the demands were fulfilled perfectly.  However, I noticed the absence of garbage disposal facilities, which I feel were called for by the sanitation requirement.  Not only must the water be treated, but garbage must be dealt with as well.  In addition I see no actual rail yard of any type in Tile I.  It's true that you built a connection to Tile H, but I see no yard where trains can park if necessary.  Even so, you did quite well on the rest of the demands, so you get a 4.

Statue - 5

Wow, that's quite a statue!  It's tall and highly visible, which is sure to get it noticed.  I've noticed it and decided that it deserves a score of 5.

Total - 14

With three high scores from the previous challenges, I knew you wouldn't disappoint me in Challenge 4, and indeed, you've done quite well.  Congratulations, Fred.  ;)

Your orders to Jmouse were detailed and easy to follow, but they also seemed to ask for quite a bit to be done. They did seem to keep well within the spirit of things though. Very good overall.

Your execution here definately merits a full five, especially considering you did it without the "make historical" option. Nice dedication.

The statue is quite imposing, and elegant in its simplicity, yet it seems somewhat simple when it's blended into the neighborhood there. This was a tough one to score for me, especially since the criteria didn't specify much. Looking at how some of the others were constructed/scored I know you should get at least a 4, but perhaps a 5.
Points: 4 (5 if you made the lot yourself, I know LE/BAT skills shouldn't matter, but for a small lot like that it kind of does)

Nicely done.
