CAM installer not working

Every time I try and run the CAM installer it gives me an error saying that it is unable to find the location of my install, when i have reinstalled it several different times in steam.

Edit: After several attempts i got it to run the installer.
Now i have been given this error code instead

Any help getting this operational will be much appreciated.

I'm not an English speaker, so I'm sorry for the poor expression.

I found a very simple solution.
First, install SC4DatPacker 2008 version (https://www.sc4devotion.com/csxlex/lex_filedesc.php?lotGET=26) on your PC.
If they don't work, add the missing DLL.
In my case I added MFC71.dll and MSVCP71.dll.
They can be found below.
https://www.dll-files.com/mfc71.dll.html (newer version of Architecture 32)
https://www.dll-files.com/msvcp71.dll.html (newer version of Architecture 32)

When SC4DatPacker 2008 version can be started, close the window and start the CAM installer.
When the notepad is displayed, open the file path where the installer file is expanded from Show Details in Explorer.
Then overwrite all SC4DatPacker 2008 version files there.
After that, close notepad and proceed according to the notes.

This will reconstruct SimCity_1.dat as expected.
