I hate to be the bearer of bad news, but the link for the tutorial is broken. Anyone willing to help? I would like a guide to help me out as well.

It's the link in that thread by Tropod on Simtropolis which is broken.
When Simtropolis upgraded to version 4 all downloadable mods were moved from the Mods section to the ordinary STEX.
