That is indeed the rule.  Wilko's rather new to the game, so it can be excused this time...but for future reference, if you cast the deciding vote for a round, you must wait half an hour after your vote (and pray that no one else posts before you), and then you can post a challenge (this is even if the winning picture goes to the Hall of Fame). 

I suppose I can't just keep excusing this, so consider this the last example.  If someone does this in the future, no votes for either picture up to that point will count, and someone else can feel free to reference this rule and post a challenge picture if you wish.  If no one else challenges within the half hour, then the picture can go through, and the round will start clean over.  Any questions about this, please feel free to p.m. me.
