Problem uninstalling

See the thing is I'm trying to uninstall SC4 Deluxe and then reinstall it...problem is I cant uninstall it....When I click on the uninstall icon in the folder, it gets me to the Do you want to delete your saved cities part but then does nothing else. It exits out of the uninstall screen and thats that.
Also, it doesnt show up in my Start button >All Programs, but its still in my C:/ folder. Is that normal? Although it is still in my Add or Remove Programs..

Ahh I hadnt thought of that! Haha, I guess the best solution is the most obvious one
