Firstly, there's no need to use so much emoticons. Secondly, what do you mean by tools? You mean Lot Editor, BAT, Terraformer? You can find'em on the LEX (link at the almost top of the site | WARNING: You must register seperately to use it), STEX (I've got mine 'copy' of Ilive Reader there).
In the future, please make your posts more specific. Really, we don't wand to make you angry, we just want to help you. Specific posts are a good help to the people who actually want to answer your questions.

I mean the x tool and Ilive's reader

Ilive Reader is as far as I know on STEX (Simtropolis Exchange)
X-Tool is unavaiable yet, unfortunately.

iLives Reader is also available on the LEX as is LEProp.
At the moment the X_Tool is not publicly available.
