These plugins change the game's default buildings.  
They are NOT safe to test in existing cities, only new ones.

With these installed, any existing buildings that have been changed, must be demolished and rebuilt.


Civic Fixes:
----------------
This changes ALL the game's police, fire, school, and hospital facilities so their effect radius matches the scale of the game.  Play-testing seems to indicate that this was the original intent.



Reward Fixes:
----------------------
This patches the Opera House and Private Schools to be a little more reasonable.  There are mods out there for this also, and those can still be used instead.  Just pick one.  These don't present sliders to the player, they merely adjust capacity and radius so that these rewards work as originally intended.

This also adjusts the Education, Health, Police, and Fire rewards in sympathy with the increased radius on the normal civic changes.

Note that the old "Grand Rail Station Fix" is incorporated into the main Traffic plugins now.  It is a good idea to *not* use the old mods that fix this, as they rely on LUA script patches.  That's fine - but if anyone ever wants to change anything *else* in those LUAs, a conflict arises.  There has to be one central place where these kinds of fixes are kept.  

Once these changes are play-tested thoroughly, the changed rewards will be removed from this file and placed with the other Civic building patches where they belong.


Station Fixes:
--------------
This changes ALL the game's default stations, so they have a proper "Entry Cost" and do not allow Sims to walk through them without using transit. (That doesn't just look dumb to the player, it kills CPU performance).

If this plugin is used, note that all existing custom stations will need their entry costs adjusted to match these, to avoid giving Sims a preference for the other stations.  



Water Fixes:
------------
This changes the Water Treatment Plant so it covers an entire city.  The rest of the water facilities look OK and have not been touched at this time.
