You haven't given a lot of information to go on, but I'll presume that you're using CAM on a previously developed region? Unfortunately this can often lead to this type of disaster, as is stated in the ReadMe, and mentioned in at least a handful of threads within the CAM board already.

I'd suggest you take some time to read through the CAM threads here (http://sc4devotion.com/forums/index.php?board=185.0) before deciding what your next step should be.

Hello simaniaco1

The most important thing to keep in mind is that demand is always regional. Things that I do in one city affects others.

Is it possible to include a picture of your problem city showing the Census Repository report ...

R$ Sims love to work on farms, dirty industry, and C$ commercials. Build a city and encourage low wealth sims. Education kills farms because educated Sims will want to become R$$ and R$$$. Those folk do not like to work on farms and it is difficult (nearly impossible) to have farms when the work force wants CO$$$ jobs.

Remember everything is regional. So if you wish to have farms in an already existing region where IR demand is low because of a big rich city somewhere, then, start your new city and do not make any road or rail connections. You can make connections later. Fact is that you will have to make connections later but don't do it until the game asks for them. Don't build any schools, police, parks, until farm demand is risen in that city and you have robust farm growth.

If you are starting a new region, then do the opposite of what you would normally do if you are working toward a big rich city. Normally you would plop schools, hospitals, and police from the start. Don't do that right away in a rural farm city. You can always do that later. But your goal is to primarily have R$ Sims living in your city.
