I can't figure this one out myself. I recently made a growable megalot following barby's excellent tutorial. I made a 9x5 low wealth res and it worked like a charm.
The I made another lot following the exakt same procedure reusing the same custom building but changing the size of the lot to 9x7. As far as I know this is the ONLY value that differs between the two lots. The new lot won't grow no matter what I do.
I do think I have reasonable experience with the lot editor, but I'm pretty crappy with the reader. Any suggestions as to what values need checking to make it work? I really don't want to start over again since I put 5-6 hours of work into the lot. :'(

Please post as it may be that you have not changed the occupancy to reflect a larger size lot or you have missed something on the way.

As far as occupancy goes, no I did not change it, but I put it very high to begin with the first lot (4.500) to compensate for my overuse of landmark lots. Should I try increasing the capacity?
It should work fine with 4,500 occupants. If you make it higher than 7,000, it's rather unlikely that you see it growing at all, but all values below shouldn't create much of a problem.
Some "stupid" things that might occur:
- You labeled the exemplar file "7x9", but the lot is 9x7, as you mentioned above. Make sure to zone a 9x7.
- Also, check the building styles. If you modded the lot to "european-contemporary", it certainly doesn't grow when "Houston" is active.
- Make sure that there's enough demand for your lot to develop. The RCI bars might fluctuate quite a lot and don't always represent the exact current demand.
- Make sure that the lot is powered and watered, if necessary.
As I said, I only stated the obvious, but things like these happen to me all the time... ;)
I have now rechecked all for all kinds of "stupid" mistakes and other oddities. The only thing I found was a difference in growth stage between the lots that has now been changed. I am pretty certain that the only difference between the lot that grows and the one that doesn't grow is size. I have also grown more of the smaller lot and it still works fine, so demand is not an issue here.
If there are no apparant sollutions to this problem I would still like to save the lot by turning it into a ploppable. Can anyone tell me how to do that (as I said I'm pretty crappy with the reader, sorry about that)?
it is a stage 1, so if you have a massive region, chances are that the lot won't be selected by the game engine anymore
a stage 1 with 4500 capacity is not recommended, as stage 1 will grow at the beginning of your region, and you won't have the demand at that time for such a capacity
4500 is more for stage above 6

I have now tried all different growths with no result. And the smaller lot keeps growing, so I am certain that this is not the issue.
But, as I said: if anyone can specify the reader items that needs to change to turn it into a ploppable landmark or park I will still be happy for that information too.
make a landmark with PIM, then open the SC4Desc with reader, so you'll see what make a landmark, then copy/paste thoses properties into your own desc. ( remove the unnecessary ones ), then open the SC4Lot and change the growstage to 0x01, the zoneType to 0xF ( plopped building ), the purpose to 0x0 and the Wealth to 0x0
