So I am building a 1,000,000+ plus city using CAM/NAM and few other custom lots. One of the custom lots is pollution free garbage processing plant. So it has worked perfectly, even though it is a little bit expensive.
Sometime during the construction of the city, I forgot to keep adding these garbage processing plants and the amount of garbage that in the city started pilling up until it reached around 60K tons. So I constructed 3 more garbage processing plants and this started to get the total amount of garbage down. However, the total amount of garbage continued to decrease until it hit around 4K tons. From there on the total amount of garbage continues to remain flat even after I added another processing plant.
However, when I check the data map for garbage, the map doesn't show any garbage as being present in the city. But total garbage graph continues to be flat at 4000. I also have like 7-8 or recycling centers, perhaps these recycling centers are keeping a certain amount of garbage in the city.
On a side note, how exactly do the recycling centers works? Do they always reduce the amount of initial garbage by 20% in a compounded manner? Because personally, every time I have built a bunch of recycling centers they don't seem to be doing.
I don't have any neighbor deals related to garbage, so this shouldn't be the source of the problem. The only things I can think of is that the custom garbage processing lot is slightly buggy at larger loads (this is the largest city I have created during my last 7 years of playing Simcity 4) or the recycling centers are somehow keeping garbage in the city.
I am going to post some pictures before going to bed as it might help you see whats up with my town.
P.S. Is there are mod to add more detailed info to the graphs. In particular, it would be nice to get a source breakdown for electricity/water generation and garbage processing.

I have run into the same situation a few times. Basically, it seems to be an accounting problem inside SC4. Once your garbage line flattens out, and there's no more garbage in the city, things seem to proceed as if the actual amount of garbage is zero.
