I used to have a program that you could bring in an image, setup a region's size, and add red/blue/green squares for the city tiles. Does this ring a bell to anyone what this program is or is there another way to create a blank region?

Thanks for the responses Catty and Silut but this was not what I was thinking of. I did look at it and it looks great but it does not allow for the size of a region that I want to try to create. I remembered where I think I found the program to begin with and it was in the "How to Make Scale Accurate Regions from USGS Data" over on Simtropolis. I even found who I think created it, near the bottom of the tutorial,
"Now you convert it to a greyscale image (gif, bmp, or jpg). I usually use bmp because I am terrified of jpeg or gif compression messing up my hours of work. You will probably want to create a custom config.bmp file to control where different sized cities in your region are. Ordio has created an amazing program that allows you to overlay city sizes on top of your greyscale image so you can easily plan where to put your small, medium, and large sized cities. Find the program here."
One problem, there is no link. If anyone thinks of it or can tell me how to create a blank region with all large city tiles, please respond.
