I am having problems making my custom region size. I do not care about the elevation of any of the tiles because I am going to modify them in game; I am just concerned about the number of large city tiles in the region.
I thought I remembered that you would create a city, take the config.bmp file and change it in Scracc but I cannot get it to register the right amount of tiles or I have a crash to desktop when I try to load it in game.
Does anyone know what I might be doing wrong, or have another method or program to use to create large regions?

I was thinking that I finally figured out my problem after reading the readme because I was not doing multiples of 4. After following it though, I still get the crash after I write over the config file with mine. I am thinking I am trying to do too big of region :'(
Sorry for the double post but I just wanted to give a heads up in my testing. It appears that the largest region you can make is 36 x 36. Everything bigger than that will lead to a CTD or at least it did with my testing. I am thinking it has to be related to the actual size of the config file and not the given side of the width or height because a 32 x 40 works but that is because it is a smaller file size.
Has anyone been able to create a region bigger than 1296 large city tiles or is there a way I could decrease the size of the config.bmp and see if I could add more tiles?
I think it has to do with the amount of memory or something your computer has, I dont believe an upper limit to region size has been found, But i believe there are regions bigger than this. So maybe your computer cant handle the stress of the large region?
