How can I make a translucent water,just like this?

Not sure, but there are some properties in the terran examplar that dictate when ( at which depth ) the water become fully opaque. With Reader you can find the terran examplar using the examplar navigator, make a copy of it ( to avoid overwriting simcity_1.dat ) and then tweak it to see if it works
This water is included with the Gizmo's flora mod, available at his site: http://gizmo.lunarpages.com/ (you have to register)
However, Wouanagaine's suggestion is very interesant, and may work with any water mod. I may use it sometime... ;)

You may also want to try some of PEG's great water mods, they can be found on his site [linkie] (http://www.simpeg.com). He has many different styles and that i what you will find most MD authors use instead of Maxis' neon blue water.
