Here is my problem: (same goes as well for the versions 14 and 15)
I tried to install the pack (went smooth) and read the readme section stating that i need 2 more dependencies:
# COBALTTOWER001
# IoliteSpire
Problem is: link points to a page in japanese and i do not find a "download button"
instead the links try to make me buy Disney, take part in several scams or play strange online games.
Where to get those dependencies?

CAMeLots - Linking all available lots and bats (http://sc4devotion.com/forums/index.php?topic=2039.0) contains direct links to the zip files for certain Japanese bats. ;)
