Looked at Caspervg's lists but couldn't find it. This nearly transparent water mod can prove useful for making seawalls.

Did take a look, howevr these were all not transparent enough, to place seawalls (and most importantly modify the terrain below water, so that the embankment tiles look OK). It seems the water in the pic was quite shallow too.
I used another way. lowered the sea level in the heightmod, and then it was really easy, and cost me very little too; my problem was that the shore is gently sloped, and terraforming underwater is a PIA and can cost you a lot. By lowering the sea level (temporarily) makes it very easy.
