Title: having a problem with city growth

i think this might be the wrong forum, if u know the proper forum please tell me, sry in advance

i have a city of 215,000 in a metropolis of about 600,000 all touching, i have high demand for everything in the main region of 215,000 but nothing is developing when i lay zones. they are all next to services like police, health, and fire and lots of education. but there is very little development. the garbage is low in the city, air polution is about 50 water polution 12. lots of parks, the only thing that wonders me is the commute time fluctuates between 35-50 in the main region, is that too high for a city of 215000? most of my city is crammed to the north east corner and the traffic grid shows mainly green except for certain intersections. i have massive mass transit, everything but a monorail. my only question is regarding the commute time, whats an average commute time should be? and other than that how to increase growth even with high demand and nothing developing?

If you've got Maxis' Extra Cheats by Buggi (http://sc4devotion.com/forums/index.php?topic=9419.0), you could always Ctrl-Alt-Shift-query a lot you think should have good desirability.
That will create a Query.txt (http://sc4devotion.com/forums/index.php?topic=8870.0) file, the content of which you could post here for analysis.

hmmm... i kinda get the eternal commuters thing, but each one of my cities to touch and many roads from a corner.. each medium size lot has about 5-10 roads connecting to other cities, and each big lot maybe up to 15 roads connecting. this doesnt include highways and subways.
however i cant change the road structure, and i notice actually less of the hard traffic is coming from the corner roads. infact most of the traffic is within the city itself. i have up to 2000 cars per intersection when i query with the road tool, not counting busses as well.
i just wanna know if 50 commute time is viable for such a large city? (its at 250000 now btw). because its starting to bother me how constantly buildings are getting abandoned when i have extremely high demand for all my building types, and the game is losing its fun.
also what does that number mean in the commute time? 50 minutes? if so thats not bad considering what most ppl i know in the real world commute lol  :D
