Title: Is it possible to build a city below the water level (sea level)

I was recently viewing a thread that had a "zeroseawater dat" download in it and was wondering if it were possible to create a city that is below the water level. I believe with that mod I brought up, you could lower the terrain, but once it is removed from your plugins, the water will come back and fill in (flood) the area that you wanted to use for the city. I understand that this city will have to have small natural leeves to prevent flooding like the leeves in New Orleans,LA which is what I'm trying to recreate in SimCity. So is there a mod or something that will allow me to do this? Thanks  :)

It won't be possible to have dry land below the sea level unfortunately.  ()sad() The only permanent way to achieve this effect would be to use Plop Water, I think.

Otherwise, it may be possible for you to use the mod here (http://www.simtropolis.com/stex/details.cfm?id=21531). That can use rain to fill up a depression in the terrain. I'll go in-game and give it a quick try for you. :)
