I'm having a problem. I have just recently prepared for a new region, so I download all of the MBEAR material on the LEX and add in a No Maxis Mod. I start it up. Here's the problem: None of it would build. So I go and get a Radical Demand Mod and try it again. Industry booms. But Commercial nor Residential will work. I have Police Stations, Fire Stations, Hospitals, Schools, everything needed. Heck, I even got 0% tax (To try and get the Demand Mod to work for R+C)
Does anyone have an explanation on what's going on? I'd really like to know so I can get stuff done with it.

Most likely because you've got no stage 1 buildings in your plugins.
All lots by MBEAR are too dense (compact buildings on small lots) to be stage 1.
Thus, you'd need to download some other stage 1 lots.
... or you need to use a Maxis Blocker that doesn't block stage 1s, or maybe one that doesn't block stage 1-3.
Another option would be start your town without the Maxis Blockers until you realized a certain growth, well, 10.000 sims should be ok. Then start 1 - 3 neighbours the same way. After they reached 10.000+ Sims go back to your first town, install the Maxis Blocker (it affects only the growing of the buildings not the buildings itself) and let your town develop. You might try to blow some of the bigger R/Cs to get the desired Mickebear buildings.
But when doing this you should do a lot of backups because you might want to undo some tries that became errors quite often ... ;)

My experience was that the blocker sets the growth stage to 255, and therefore will cause all of your low stage buildings to all of the sudden need water, police protection, etc.

Quite right. They will thus also be blocked from upgrading (to higher stages).
If you want to enable ingame buildings at one stage, but block them later,
I'd recommend
dhamp's No Maxis Buildings Mod v2 (http://www.simphoni.net/forums/index.php?showtopic=13711).
Dhamp's mod also allows you to block certain ranges of Maxis buildings, not just all at once.
Thus, with his mod you can leave those stage 1-3 buildings unblocked.
Just note that those of Dhamp's that block stages 7-8 are not quite CAMpatible.
However, if you block those stages permanently, you can use it with CAM as well.
Tage, are you saying that if you DO block stages 7-8 its not CAMpatible or the other way around?
I found out my problem. I did need Stage 1. But does anyone know where I could locate some?

InCAMpatible if you've had those buildings grow in CAM, and afterwards install the blockers.
However, the only difference would be some capacity changes and occupant groups.
I actually don't think that would change much in matter of gameplay.
Industrial blockers would be a different matter though... since the capacity of all ingame industrial buildings were tweaked in CAM.
