I just installed the CAM mod and upon starting up an old city I found a load of 'no water supply' icons above my buildings.
I checked the graph for water usage and I had plenty, and my power supply was fine too. I tried building more power plants and water pumps just incase, and the increased water supply came up on the graph but the icons didn't disappear.
I tried re-doing my water pipes to cover the areas without water better, incase the pipes were just being inefficient. But doing that just made water disappear in other areas, even right next to pipes.
I checked another city in my region and it's the same!
I don't have any other mods but I have downloaded a few texture and prop packs. I removed them and it didn't seem to help.

Sorry to have put up a topic unecessarilly but I ended up putting in enough water pumps to cover the current usage and was then able to delete them all and it seems fine now! I think it glitched out because I had neighbour deals.

I may be mistaken - but water usage is mostly a function of each lot. Basically, I could mod each and every lot for zero water consumption and my water pumps would always have plenty of supply. Or I can go the other route and have a water fountain in my park that uses a Bazillion gallons and my water pumps would dry up.
Obviously - you found that neighbor connections have a cause and affect too. And I'm glad you discovered the issue because I wouldn't have thought of it.
