ok, what the heck is the difference (other than visually, between tram IN road and tram ON road  - and no I have never seen a tram in my life...

While both allow tram and vehicle traffic on the same tile, with Tram-in-Road the two are separate. With Tram-on-road, the two share a lane, so it is possible to see vehicles and trams "go through" each other - though it is a visual consequence only.
