How do I actually do that? I've been looking for a button or page to upload a BAT. Is it exclusive, is it hidden, or am I just stupid?

The LEX is not an open exchange, though upload rights may be gained by successfully passing a LEX Candidacy.  See the LEX Candidacies (http://sc4devotion.com/forums/index.php?board=5.0) board for more details.
