How much does it matter? would a low quality building differ from a High quality... is it noticeable in the game? or does it even matter?

Of course it matters!!  If it didn't matter everyone and thier uncle would be making half *** stuff all the time.  I have seen cartoony BATs all the way to high quality HD BATs and the difference is clearly seen in game.
EDIT - Are you asking about the render quality?
I'm not sure what you are looking for by asking this and I can see this post having some negative feedback from our top BATters if you are refering to the over all quality.  If this happens I will lock the thread.

I believe he is asking what the difference between Draft/Low/Mid/High is in BAT.
would he really ask if he should make crap?
I would also like to know the answer to this.  There is certainly a difference in the quality of the textures, but is the LOD also affected?

I usually render my BATs for the testing in draft quality. It is fast, but when you look at the textures ingame, they're just......bad. They are for testing only. All my final renders are in high quality though, which is one step below HD. All models should be rendered in High, and nothing less.
I don't know about the LOD's though, but I don't think that they are affected by this.
