Okay here is my problem:
Cars on my RHW are driving WAY slower, when compared to roads and streets. Cars drive at a normal speed on the roads, avenues and streets, but on the RHW, they drive WAY slower.

There could be a number of things causing this:
a) You're running an old version of the Persistent Automata Mod by shadowman131/Jeiman2008. Some of the early versions of that mod did not properly support RHW networks.
b) You're running the Automata Plugin included with the SPAM Traffic Mod, which, given it uses a lot of "vanilla" settings, may also cause RHW automata slowdowns.
c) (least likely) You have an incompatible Traffic Simulator Plugin installed. If you're still getting traffic on the network (check the Route Query tool, not the number of car automata showing up), however, this would indicate that this is not the case.
