Here's a link that may be helpful. I DL'd the naval stuff a couple years bck. I found, as you have, there are good number of dependencies. I had to do it twice before I got them all.

Down about the 8th reply, Barby has attached a TXt file. When used with 'cleanitall' it will indicate what file/files are missing making your search easier.
Good Luck

Whats the cleaning thing? I guess I've never used one. Which one should I use?

Originally made as an aid for finding and removing superseded prop packs. But it was discovered that Cleanitall made for a good search tool as well. Here's a link http://sc4devotion.com/csxlex/lex_filedesc.php?lotGET=97 (http://sc4devotion.com/csxlex/lex_filedesc.php?lotGET=97)
You may find it easier though to just download the dependencies again ... instead of learning a different application. Just a thought.

Don't understand it? That's understandable. It can be difficult learning something new under the gun. Plus one of the Windows 7 updates has proved to be problematic as it broke a number of the tools. That's why I thought it easier to download the dependencies again.

Nevertheless, I'll verify that the dependencies are all documented and correct. Kind of a 'spot check'. Let's see if I can get the Large Motor Pool to work.

It's 11pm. I download the Large Motor pool and turn my focus to the dependencies in the read me. But this is an older read me and the first three links send me to Simtropolis. Now I don't have anything against the STEX but I rarely go there and now I remember why. It's slow and (for lack of a better word) clunky. Then, for what ever reason, I get an error code. So I give up. I'm going to make use of Barby's homework "SNM Dependencies - Current".

It's 10 past 11pm which means I lost 10 minutes fiddling with three files on the STEX. I'm now back at SC4D and am looking at Barby's links. I always keep a pencil and paper next to my computer when I play the game and I'm making notes as I go along. Don't want to get lost. OK. Last dependency downloaded and installed. It's 5 past midnight which means I've been at it for 55 minutes if you don't count the STEX time. I move everything into a folder called SNM TEST in case another question comes up in the future. Let's start the game. I got this screen grab at 10 past midnight. Looks Okay to me.

Don't be. You'll have a :) on your face once you get everything sorted out. Good Luck with your downloading.
