You can plop to your hearts content if the lot appears in the landmark menu or the park menu. You will have to create your own landmark or park lot using the PIM and Lot Editor if it does not.

It is not recommended to use too much ploppables. For the purpose of a CJ it's ok but if you want a functional city avoid ploppables as much as you can.

If you want a functional city you can not plop residential lots: they just won't work. There are no ploppable residential lots available for that reason.
There are commercial and industrial plop lots, but they are bad for balance of your game.

It is possible to plop everything: install the Extra Cheats.DLL and you can plop away with the help of the Lotplop cheat.
I once tried to do a pure eyecandy city with all plops. It took me forever. And I had to do everything on pause. If I had started to run the game I'd have no job zots all over the city in no time and all would be ruins.

You can download the PIM from the LEX, over here (http://sc4devotion.com/csxlex/lex_filedesc.php?lotGET=2260). Requires seperate registration.
