What, exactly, do you want to plop?! A lot, a puzzle piece, something from the mayor menu?

I'm not rely sure is there a program to make them . i just want to tinker around (say a sea plane)

Anyhow, check out the SC4PIM (http://sc4devotion.com/csxlex/lex_filedesc.php?lotGET=2260) (+userguide (http://sc4devotion.com/csxlex/lex_filedesc.php?lotGET=2257)) and  Ilive's Reader (http://sc4devotion.com/csxlex/lex_filedesc.php?lotGET=656), both excellent tools for tinkering. :)
