Several years ago...I purchased SC4 from a friend. I installed from the two discs, but a scratch prevented sc2.dat from copying, which also cancelled the installation. So, I just copy/pasted the files from the disc onto my hard drive, but sc2.dat would not copy. This friend had not yet uninstalled SC4 from his computer (ignore the blatant license agreement violation), so he gave me the sc2.dat file. I happily played SC4 for a few years...then my computer crashed, and took SimCity 4 with it. I can reinstall all the other files, but not sc2.dat...why I didn't back it up, I'm clueless, considering I have a "Mitch's SimCity 4 Plugins" CD. But anyway...is there some possible way I could obtain sc2.dat? If I remember correctly...it's a large file...so it might not be practical to upload it to the forums...idk. More or less why I'm asking.

I don't think anyone here can give the file without violating at least a few laws and site rules. Sorry.
But you can buy the game anew from Steam. It's on sale right now for 4,99 euro. That way you'll also have it backed up - as you can always download it again without charge.
This is what I ended up doing, as I also lost my original disks. It works just as the original
You can buy a hard copy on Amazon for $6
